The latter, CSS media queries, analyze the device which is used to determine how best to display a given website.

Since July 1, 2019, mobile-first indexing is enabled by default for all new websites. What does that mean? Google uses the mobile version of the content for indexing and ranking. Is your website is responsive, you have nothing to worry about. However, if your website is not mobile friendly it's time to change it, once and for all. Your mobile presence is very important to your business as mobile-friendly sites show up higher in search results and the majority of traffic comes from people on their mobile phones.
